Well i have a 89 firebird 2.8 and my transmission is shifting way to early. anyone have any idea.?

When i floor the car it shifts at a maximum of 3k rpm through every gear and idk whats the reason for it. i just got a rebuilt so it cant be internal so it must be something external messing it up. Can anyone help me fix it?
