WA STATE EBT/FOOD STAMPS?

It my first time using food stamps in my life but had question on what you can buy please. I normally by canned tomoto sauce and paste to make my own sauces. Can you buy er and heavy cream to cook? Also if fresh deli meats, oils, cookies, frozen foods? I figured as long as it food and drinks except energy and alcohole tabacooo products it would be okay.. If you can please help that would be great thank you
